Officers patrolling the area of Sanford Street near MLK Boulevard saw Victor Baylor arguing with someone in a car on Friday, Aug. 19, a press release said.
As officers approached, the car sped off on Sanford Street and out of sight.
Once officers got closer, Baylor was seen holding a silver revolver in his left hand and discarding it under a parked vehicle, police said.
A Thames Arms .38 caliber revolver with three .38 caliber rounds was subsequently found under the vehicle, according to police.
Baylor was arrested and charged with various weapons offenses.
